Neil W. McCabe, Editor Dear Guns & Patriots readers, In a matter of days, a National Reciprocity for Concealed Carry bill will be unveiled by a group of Republican and Democratic senators. The working group, led by Sen. John R. Thune (R.-S.D.) and Sen. David Vitter (R.-La.), is in the last stages of massaging the bill's text, and includes significant Democrats such as: Montana's Sen. R. Jon Tester, West Virginia's Sen. Joseph Manchin III and Alaska's Sen. Mark Begich. Interestingly, nominally pro-Second Amendment Sen. James H. Webb Jr. (D.-Va.) has been dropped from the working group. Sources disagree about Webb's efforts towards a passable Senate bill. Some sources told me Webb was hung up on a national standards regime and a list of types of events and locations where guns would be prohibited by federal law. Other sources told me that from the start, Webb was trying to delay and distract senators from getting a bill done. Specifically, Webb was said to have routinely cancelled meetings, changed his mind about language and otherwise played "four-corner offense" to run out the legislative clock. If the Thune-Vitter bill passes, it will be matched with House Resolution 822, which passed the House Nov. 16 with bipartisan support: 272 to 154. A conference committee with members from both chambers will then hammer out a final bill, which will have to be passed by both houses again before it is sent to the White House for President Barack Obama's signature. With more than 20 Senate Democratic-held seats up for grabs in the 2012 election, there is great pressure to on Democrats to vote in favor of restoring gun rights.
