Dear Guns & Patriots readers,

I was hoping against hope that there would be a smooth launch of a National Concealed Carry Reciprocity bill in the Senate with bipartisan support and close to the bill Sen. John R. Thune (R.-S.D.) forced the Senate to vote on in the last session when he made it an amendment to the defense appropriation bill.

Instead, the NRA and a group of Democrats led by Sen. Mark P. Begich (D.-Alaska) and Sen. Joseph Manchin (D-W.V.) stole march on Thune and his working group to file their own bill—one closely modeled on H.R. 822, the bill that passed the House in November.

We are expecting to sit down with Thune and other players in this Capitol Hill drama as it unfolds. It is my understanding that the Thune working group was caught unaware that the NRA and Democrats would go forward with their own bill. Such was the surprise that Sen. Michael D. Crapo (R.-Idaho), under the impression that the Thune working group had simple given up, joined the other bill and was part of the press release. Crapo is now off the bill and will be part of the Thune bill when it is filed.

But, now free from the constraints of bipartisanship, a Thune bill will be filed within a week. It is expected to be more generous to gun owners. Thune's state does not require permits and, similarly, Vermont. The bill should generally mirror the former Thune effort that received 58 votes, falling two votes short of Democratic filibuster.

This is the most important gun rights legislation since the 1968 Hand Gun Control Act. We will continue to monitor the progress.
